Partners for Succes is Michigan's cutting-edge approach to public-private partnerships using pay-for-success contracting. The PFS model allows the State to partner with investors in order to scale up programs that successfully address persistent social problems and saves money for taxpayers.
What is Pay-for-Success Contracting?
Pay-for-Success is a promising new approach to government financing of social service programs which uses an outcome-based contracting method. In PFS, investors provide the up-front capital to expand or replicate proven programs and governments pay only if the program successfully achieves agreed outcomes. The partnership between investors, government and service providers is founded on performance-based payment agreements and has the potential to improve results, overcome barriers to social innovation, and encourage investments in cost-saving preventive services.
Request for Proposal Pre-Proposal Meeting
Anpre-proposal meeting will be held on September 4, 2014 from 1:00 pm – 2:15 pm at the following location:

The purpose of the pre-proposal meeting is to discuss the RFP and the work to be performed. The formal part of the meeting will end at 2:15 pm. Coffee and tea will be available until 3 pm to help facilitate post-meeting discussion. So that we may accommodate all interested parties, please confirm your attendance to the pre-proposal meeting by email to the Proposal Manager at [email protected]. Please include the name of your organization and the contact information of participating representatives (names, titles, addresses, phone numbers, and email addresses) in your email. Parties who have not pre-registered will be asked to do so on September 4, 2014.
